This was stated by the Minister of Education Sergei Shkarlet in a conversation with the Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Finland.
According to him, Finland is a key partner of Ukraine in the development of educational initiatives.
“The Finnish experience is an example of school reform in Ukraine, which has many elements of the reform of the New Ukrainian School. Today, this is the main reform of the Ministry, which we, of course, must continue, „said Scarlett.
The Minister also stressed that the project „Finnish support for the reform of the Ukrainian school“ provided expert support in developing a new State Standard for Basic Secondary Education, which was approved in September 2020 and is the basis for launching NUS in grades 5-9 from 2022.

At the end of the first semester, primary school teachers must complete certificates of achievement for students in grades 1-4. The answers to the questions of how such a certificate differs from the usual report card, who should fill it in and how, were prepared by the Ministry of Education.
What is the evidence of the achievements of students in grades 1-4 of NUS?
The Certificate of Achievement is a document that gives a detailed idea of a child’s progress in school. The teacher fills in the document twice a year. The certificate of achievement consists of two parts: characteristics of the student’s cross-cutting skills and learning outcomes in subjects or integrated courses. Cross-cutting skills or so-called „soft“ skills, such as reading comprehension, initiative or the ability to cooperate, are formed during the study of all subjects and integrated courses.
Certificate of achievement does not contain points. The statements „has significant success“, „demonstrates significant progress“, „achieves results with the help of adults“, „needs attention and help“ are used to assess both cross-cutting skills and learning outcomes of students in grades 1-2. In grades 3-4, learning outcomes are assessed at four levels: „initial“, „intermediate“, „sufficient“, „high“ levels, and end-to-end skills – as in 1-2.
How is the certificate of achievement different from the report card of students‘ academic achievements?
The Certificate of Achievement does not contain grades in subjects, but instead outlines the level of formation of end-to-end skills and learning outcomes, which can be used to track the progress of students. In contrast to the subject scoreboard, which did not provide a clear understanding of what students succeed in and why they should be given more attention, the certificate of achievement allows parents or their surrogates to see a broader picture of a child’s learning through isolated learning outcomes …
The certificate of achievement also contains information about cross-cutting skills that are formed during the study of all subjects and integrated courses. There is no information about this in the report card, so the certificate of achievement allows a deeper understanding of the child’s learning progress, rather than just seeing the „dry“ scores.
Who and how should fill in the certificate of achievements?
